Repairing or reinstalling Windows XP Home

After uninstalling Microsoft Picture It-Publishing,which
never worked well since I bought my Dell computer(the
programs came with the computer); I have crashings and
slow downs all the time.How can I repair or re-install
Windows XP Home causing the less damage to my files. Is
it better to format my disk(C) and start from scratch?
How do you format and prepare your drive? Please help.
