Renaming/moving Folders and/or files

When I try to rename a folder I get a error message that says "The file or
folder does not exist" and when I try to move files or folders either by
draging them or o by using the "move to.. " command nothing happen, is this
normal or is ther something wrong.

You're probably trying to rename a 'junction'
The things that look like folders in Windows Explorer, but are slightly
lighter in color, are not really folders.
MS put them in there to confuse you since they hid the folder elsewhere.
If you click on them, they are supposed to take you to the actual folder.
But since they are 'virtual' they are just pointers not the real folder.
They call it additional security, I call it a pain in my azz.
I can find what I want, but there is no reason to have rearranged to begin
with.
