Renaming Bug

I have trouble renaming files because it says there's a program using the
file when there is not. There was a program using them, but there isn't now
and Vista still thinks there is. I was using Adobe Photoshop 5.5 to resize
some pictures, and the funny thing is, some of the pictures I adjusted with
Photoshop it would not let me rename, but others would. I opened all the
pictures at the same time, so this doesn't make any sense. Anyone else have
similar problems? (In other words, Vista let me rename around half of the
files, but the other half it said were being used, and they were random.)

This same "bug" exists in Window XP. I just assumed that some process
crashed in the background and wasn't cleaned up. Once I reboot the problem
is gone. I've also heard that this can happen with large files if your AV
software is busy scanning that file.

I know it has on occasion existed in XP also, but it's happening way more
frequently in Vista than it did in XP.
