I download many programs over the Net. However, I do not INSTALL a program
unless I know that the program will not foul up my PC. But there is a
problem with this: many programs'/applications' titles have little (if not
none) description of what the programs DO. Is it okay to rename
programs/applications as I get them?

I have Windows XP Pro with S.P. 2.

Yes, you can rename the installation file for a program so that it identifies what the program is. Another option would be to create a new folder with an intuitive name to hold all of the files associated with the new program.
