Removing tracked changes?

I have some users that have been tracking changes in some documents, and
want to publish the final documents onto our intranet. Unfortunately even
though they have disabled the Track Changes option in the Tools menu on each
document the Track Changes toolbar shows up whenever someone opens the
document, enabling them to view all of the edits made to the document.

Is there a way to wipe out this change history other than copying and
pasting into a new document? Thanks.

Correction:

It doesn't allow them to show the edits, it just automatically opens the
Reviewing toolbar. Granted you can disable the toolbar and it doesn't come
back, but I'm being asked by nitpicky suits why it comes up in the first
place.

Turning off Track Changes doesn't remove the tracking, nor does switching to
Final view, which just hides the edits. You must actually accept all the
corrections and delete all the comments if you don't want them to be seen.
