Removing the C:Drive

Use Group Policies.

You will want to throw your Terminal Users into an organizationa unit, then
apply a Group Policy to that OU. You can virtually lock down anything you
want that way.

Just google Group Policies in Windows 2000 and you will find loads of good
material out there.
