removing security permissions tab

Hi, hope somebody can help: i have a small school network run via server
2003, the workstations are windows 2000. The students have the ability to go
file/properties on thier data folders and alter the permissions.
In group policy i can remove the 'file' menu in explorer as a fix but this
stops them doing other useful things - what am i doing wrong? I want to
disable or remove the ability for the clients to alter security
permissions - but want them to still have the file menu for new folders,
printing etc etc.
Any tips greatly appreciated!
 
The administrator will always have access to those files/folders no matter
what they do with it, so it is kind of pointless to worry about it..

You could leave the partitions as FAT32 instead of NTFS and that would get
rid of those features, but you would be sacrificing other things.
