Removing Manage Add-ons from Tools menu

Is there any way to remove this item from under the Tools menu. I found the
registry key to do so with the pop-up blocker. Very unpractical in a public
library multiuser environment.

Is there a way to find a list of all the registry keys that can be modified
for Internet Explorer 6 SP1 on Windows XP Pro SP2?
