Can anyone tell me how to *remove* the floppy (or any other default item
listed) from the Send To right click menu?

Is that done through BIOS? I don't have a FDD attached and it showed up on
my PC and I changed it from not showing up through the BIOS.

Have a blessed one

You can disable the floppy in the BIOS if you don't have one, so it doesn't
appear in My Computer, Sendto, or Device Manager, etc.

Go to:

C:\Users\USERNAME\AppData\Roaming\Microsoft\Windows\SendTo

and delete the shortcut.

Do you actually have a floppy drive? Does it appear in Device Manager?

I don't have one installed, and disabled floppy in the BIOS, so I don't have
any references to floppies at all in Vista.
