removing explorer 6

i'm running explorer 6 and it keeps crashing, i used an
uninstaller to deleate the program, thinking i then could
try reinstalling it. the system shows it has been removed
but when i try to reinstall i get a message that it's still
there
also when i try to use anything that connects to the
internet other then netscape, the computer slows and CPU
usage reads IEXPLORER 99%, does anyone know how i can
compleetly remove explorer and reinstall?
