Removing a policy remotely?

Here' one. Classroom environment.

New group policy on domain controllers ou. Higher in priority order than
default domain controllers policy.

Have one system in the domain at the moment, just the one domain controller.

The only setting in the new policy is to allow log on locally rights at the
domain controllers to two regular user accounts.

Terminal services is not installed on the domain controller. There are only
two regular user accounts set up in addition to the built-in Administrator
account.

Administrator account can no longer log on locally. The other two accounts
can, but have no priveleges on the domain controller as are just domain
users.

Administrator account can connect remotely but not locally. Without
terminal services, is there a way to change or remove this new policy and
let Administrator log on interactively again?

Or is this a reinstall?

Never mind. Joined another system to domain. Installed administrative
tools and removed the policy remotely. Please disregard.
