Remove XP, cannot reformat,re-istall XP

My Interenet Expolerer crashed on XP. I tried to re-
format the hard drive(C) and it wouldn't let me. It said
close all processes running on this drive. I went to task
manager and 98% was system idle. I re-formated F(only
1.96 GB) drive to NFTS? and somehow intsalled XP to that
drive and not C. I need to dump c and re-install XP but
it won't let me reformat c. Any clue on how to do that?
 
Boot from the XP CD. It has all the tools to partition, format and install
XP. You may have to go into your BIOS and set the CD drive as the first boot
device in order to boot from the CD.
 
Boot fromthe xp cd and follow through. It will give you options of
formatting with fat32 or ntfs. You also cannot format a drive that you are
running the format command from.
