I need to remove a user account (Administrator) and all files relevant to
that user e.g. Outlook Express Mail, My Documents and any stray files from
Windows XP Pro. Is there a recommended way of doing this, or better yet, a
utility that will do it?

Thanks for any advice.

As long as this is not the built-in Administrator account and just a
regular account with administrative privileges, go to User Accounts and
click on the icon for the account in question. You'll see where you can
delete the account and on the next screen where you can choose to delete
all the user's files.

So I can't create a new administrator account and delete the original
administrator account?

No. If you or someone else was mistakenly using the built-in
Administrator account, then simply log onto that account and delete all
the user data in My Documents. Delete any user accounts/settings in
whatever email program was being used. Remove bookmarks from whatever
browser was being used.

Whater else you do, do not delete the built in administrator account. If
all hell breaks loose and you screw up the administrator account that you
create, then the built in account may well be the only way back into the
system.
