Removal of TopRebates files

I have bee trying to remove files and folders from TopRebates and TopMoxie,
suspecting that these programs jam the computer from time to time. The
removal thru Control Panel / Add-remove Programs does not work ( the
Webrebates4 pane blinks but remains ) and removal of the files directly is
not possible. The files are "not accessible", even if the write protection is
removed.

The info given by TopMoxie/Toprebates about deleting is exactly what I have
done. What can be done additionally?

Many thanks, I will save your advice. In the meantime I did find a way:

By disconnecting the Internetaccess ( by turning the broadband modem off ),
turning off the computer and restarting in Safe Mode, it was possible to
remove Webrebates thru Add/Remove Programs. My guess is that it was the
disconnection of the Internet that did it.
