I have to put a user in Administrators group for some
reason. The user only needs to access a folder on FTP
server from Internet.

I also:
1. disable Remote Access (Dial-up VPN) to that server
2. disable logon Terminal Services to that server
3. give the full permission on the folder to the user

Is there any other security issure here? Thanks.

You've not granted them the 'log on locally' right on the FTP server?

Not yet, because there is no chance for that user to walk
into the server room.

And yet you want FTP to work?

You'll have to decide which is the bigger problem for you I'm afraid.
