try the shutdown command from cmd prompt. It's quite good.
for example if i wanted to shutdown your home pc that's called "home...
shutdown -s -m \\home -t 20
that would shutdown your pc in 20 seconds. the -s is for shutdown
-m is for the computer name and -t for the amount of seconds.
type shutdown to give you the full arguements. You must also have an account
on the remote pc to shut it down successfully. Could try the telnet service
if you can't do that.
