Remote Desktop only lest me in if loged on to remote pc

Remote desk top wont let me in if I am not already logged into the pc I am
trying to get into, in other words past the password prompt. The security
screen comes up I add user and password then I get a blank desktop 5 seconds
later it popes me back out. XP Pro to XP Pro systems. This stops me from
using "shutdown /r"
Remote pc has password and both check marks are checked in remote tab

Can you log on to this machine when you're at the console?

You don't need Remote Desktop to restart a remote machine -
shutdown.exe will do it much more quickly.
