remote shutdown problem(psshutdown)

i've tried using this prog to shutdown a win2000 pc from
a winxp pc and it works just fine.but when i tried vice
versa it didn't work.it says

could not access xx.xxx.xxx.xxx
the network path was not found.

make sure that the default admin$ share is enabled on
xx.xxx.xxx.xxx.

so how can i enabled this admin$ shared?i've searched
this admin$ on the win2000 pc and its there but when i
searched it on the winxp pc its not there.pls help.

can you see other XP computer shares when you try to access them
from the Windows 2000 computer?

Did this work before and stopped working or has it never worked?

Does the Windows XP computer have Service Pack 2 installed?

Perhaps the connection is blocked by the XP firewall.
