Remote shutdown a locked computer

We are having 15 servers .13 servers run on win2000 and 2 run on win2003 .
There is often problem in UPS . It is taking a long time to shutdown all the
servers manually when the UPS is down . All the 15 servers will be locked by
the domain administrator account . Is there any way to poweroff all the 15
locked computer by running a batch file or using any command line utility .
Please Help immediately .

You can shut down remotely using psshutdown utility from sysinternals:

There are also some other nice utilities in there.
You need (of course) admin access to whatever you want to shutdown.
