I'm using Windows 2003 and I need to have vendors remote in to the server
from time to time to due maintenance and troubleshooting using a dialup
connection. Would RAS be a good option for this or would going with
PCanywhere type software be the way to go? If none of these, is there a
microsoft provided solution to this?

The Microsoft provided solution is Remote Administration. You can use it
directly if the client can connect to the server through the Internet, or
indirectly over a dialup or VPN connection. The client uses the RDP client
which is provided on the server CD.

The client gets the server desktop on his PC. The apps run on the server
itself. Only the keyboard, mouse and video data goes over the client/server
connection.
