Remote Desktop Inactivity Log-off...

I have a computer that is used for users to Remote Desktop into.
Problem is that they do not understand the difference between "Logoff"
and "Disconnect".

There is one user in particular who always "disconnects". Since the
other users do NOT have admin priviledges, this prevents them from
logging in!

I did try installing the WinExit Screen Saver, and then setting group
policy so that the screen saver could not be changed. This only works
for user who are sitting at the computer - and works well. However,
when a user is connected via Remote Desktop, then the WinExit screen
saver does NOT activate, and therefore the offending user(s) are not
forced off.

So.... what now??? Is there an easy way to force a Remote Desktop user
off after a specified period of time??? I am not looking to spend any
money here. It seems to me there should be a "network admin" soluiton
built in to WinXP. That said, all comments and suggestions
appreciated.
