Remote Desktop Disconnected error

I have a Windows Server 2003 and want enable Remote Desktop service. I'm executed all steps from documentation and 814590 article (Microsoft Knowledge Base). But I'm receiving next error message, when trying connect

The client could not connect to the remote computer
Remote connection might not be enabled ot the computer might be too busy to accept new connections
It is also possible that network problems are preventing your connection
Please try connecting again later. If the roblem continue to occur, contact your administrator

What's the problem

Is there anything in the EventLog on the TS when you try to
connect?
Can you ping the server from the client?
Can you check if the server is listening on port 3389, by excuting
the command netstat -an on the server?

In the Event Log Not exist anything messages when I try to connect
I can pinging my server from client
Output of the netstat command not contains 3389 port. Why?
