Remote desktop connection configuration

I'm trying to access a computer that is a workstation on a Windows 2003
server. The modem is connected to the server. When I try to connect
remotely, I am connected to the server, instead of the workstation. Is this
because the modem is attached to the server instead of the workstation? If I
log into the server, is there a way to then connect to the workstation?

If the Workstation is Windows XP Pro, with Remote Desktop enabled, just open
a remote desktop session from the 2003 server to the workstation, i.e. when
you've successfully logged onto the 2003 server via RDP, do "Start -> Run ->
mstsc -> enter computer name or IP Address -> Connect.
