you are going to have to connect to the internet in some
way, whether it is by modem or via a broadband connection
using a NIC. Once you are connected to the Internet you
will have to give your friend your IP address that the ISP
gives you on connection. This will most likely change
frequently if you are using dialup. At that point the VPN
should work.

If it is a local call or the long distance charge is not
important, I think I would just set up your 2K server as a
dialin server through RRAS and skip the VPN. The VPN will
have overhead which will slow down the connection.

I am interested in your answer to this post.
If main server machine is connect to a broadband conenction and I have
VPN set up, then am I right with my isp number a remote user should be
able to connect to it using either windows 2000 server to win2kpro?
