Remote Access Connection Manager

I was setting up a network connection for a friend, using Netscape. It
was working, and so I rebooted the computer. When Windows resumed,
Internet was not working. I could connect to the service, and,
debugging with HyperTerminal, the username and password were accepted.

However, for whatever reason, I could not access the internet. There
was no connection. When I dialed the connection manually, through the
Control Panel, it gave me the following error:

619 - The port is disconnected.

No matter how I attempted to dial, there was never a connection. So, I
called Netscape support. They walked me through a whole bunch of
troubleshooting steps, and finally asked me to do one thing. They
asked me if I could stop the "Remote Access Connection Manager"
service. I tried, and could not. It gives this error:

"Could not stop the Remote Access Connection Manager service on Local
Computer

Error 1053: The service did not respond to the start or control request
in a timely fashion"

So, I set the startup type to "Disabled" and rebooted. Somehow, the
startup type was now "Automatic", and it was started! So, I re-set the
startup type to "Disabled" and forcefully rebooted. No luck.

I am still unable to access the Internet. Does anyone have any ideas?

Google for winsockxpfix.exe. It might correct the problem. Also, check
TCP/IP properties, Advanced button, Options tab, TCP/IP filtering
properties and verify that all ports and protocols are Permit All and
not Permit None.
