Remote Access Connection Manager Service

Hey folks,

I've got a PC that just had Windows XP Pro installed on
it a while back. However, when the installation was done,
it wasn't done with a Modem in the PC. Later on it was
nessicary (for internet connectivity) to add a modem.

After installing the modem though, it won't allow me to
create a dial up connection on the PC. I've removed /
reinstalled the drivers for this modem provided by the
manufacturers website (IE the latest), done all the
windows updates and still faced the same issue. I can
query the modem in XP however, when I goto add the
connection, the option for dialup remains greyed out.

Upon doing a bit of research I discovered the 'Remote
Access Connection Manager' and 'Remote Access Auto
Connection Manager' are both not running in services.
They're set to automatic and even if started in the
proper order (IE to satisfy dependancies), I get an error
from the machine telling me I don't have access to start
those services. I'm logged in as 'Administrator' when
doing all of this. All the depedancies 'Remote Access
Connection Manager' are started, howver it still deinies
me the ability to start it, and 'Remote Access Auto
Connection Manager' will not start w/out the prior
service, which makes it impossible to create a dialup
connection for this PC.

Also, I checked the Windows Components to make sure all
prudent networking components are stalled, which is the
case. Has anyone run into this problem before? I'm fresh
out of ideas, any help would be appreciated.
