Read the article linked below. If the description of the problem sounds
like what you are seeing on your system, try the recommended solutions.

You cannot create a network connection after you restore Windows XP

I really have no problem with my connection to the internet or anything like
that or least not that I can tell. I read the article you gave and there
seems to be nothing there that pertains to my issue. But I would not know for
I am looking at the tons of errors from the remote access connection manager
errors in teh event viewer. I dont know why I have so many or what is going
on. I guess Im at a loss as to what is wrong or how to fix it. I figured
windows does not give tons of errors in the viewer unless something is wrong.
I have win xp with sp2 and all updates installed. Do you have anyother ideas
as to what I should try to fix the issue

Are the errors stopping the system from working normally? If no, then I
would leave things as they are. If you notice problems other than errors in
Event Viewer, then those added details about what isn't working and how it
fails to work could help to find a solution. Without more specific info at
this point, all we could do is guess at what might be wrong.

One thing that never hurts and should be done anyhow: scan the system with
an up to date antivirus and with an up to date anti-spyware program. That
way if those remote access manager errors are due to a well-hidden intruder
you'll be able to remove it.

Event viewer reports a lot of things - sometimes more info than we need but
better to have it recorded than not. Also, not all errors are unexpected.
You may be running a program that uses that service but doesn't utilize it
fully or uses it in an unexpected way - hence errors are reported. This is
why added info about whether everything appears to be working okay or not
would be helpful in deciding to try and fix this or to just leave it be for
now.

I have noticed that when I click on internet explorer it takes a long time
before anything happens. Here is what I mean. Usually or before I would click
on IE, the window would open and on the bottom I would see the green bar as
it progressed and I would see it right away. But now It takes a long time
before the green bar even shows up. I just see the the icon in the upper
right of the IE window like something is happening but its not. IT does
eventually connect, but as I said its a noticable difference. I have done a
full spyware and virus scan. I tried to go to control panel, add/remove
programs and add/remove windows componets to try and remove then re-install
the IE. BUt when I click on the icon it says setup was unable to open
information file netoc.inf, and I cant get into that at all. I dont know if
the two are related, and I have not been able to find a solution to fix that
issue. But you said all the information I could give would be helpful so that
is all I can think of. I appreciate your help. This is why this site is so
great. People giving of their help and time. Even I respond and help on some
of the posts :))

Didn't forget you - I was out of town for a while. Most of the references I
find for this problem are for SP4/Win2000. They don't apply to you. I did
think of another thing you could try though - if you have a dial up
connection. Open Network Connections (in Control Panel if it's not on your
start menu). Under Advanced, click on Dialing Preferences. Place a check in
the box to disable autodial. You'll need to start your internet connection
manually but this will block programs from trying to create a connection
when you're not online. Hopefully that in turn will eliminate or reduce the
number of 7023 events in your Event Viewer.

I'm out of ideas. Have you tried looking up "event 7023 Remote Access
Connection Manager" (try various combinations of those terms) at the MS
knowledge base, through google or at www.eventid.net yet? I get several
leads doing that but they're too general to try to summarize them. Perhaps
you would have more luck since you're experiencing the problem firsthand...
