Remote Access Conection Manager - access denid for Administrator

IYesturday I have reinstaled Windows XP on top of previous instalation (upgrade type) and after it was finish, I see that the dial-up is not working anymore
Also I am not able to set up a new dial-up account, because in the networking wizard this optin can not be selected
I also discover that the Remote Access Conection Manager Service is not started, and when I try to star it manualy - it generates an error code - access denid
Any suggestion

You probably reinstalled from an XP Pro cdrom that did not include
Service Pack 1 and the previous installation of XP did include SP1.
When you did that upgrade, you removed SP1 and all XP Critical Updates
including the one that deals with the RPC vulnerability exploited by the
MSBLASTER worm and its variants. Before you connect to
the Internet, make sure you have a functioning third-party firewall or have
the XP ICF enabled. Then you will need to immediately go to the Windows
Update site and get all Service Packs (SP1A) and critical updates
installed. SP1A will need to be installed separately and be sure
to reboot before going back for the rest of the critical updates.
