reminder system

I would like a popup to appear to remind a user that a certain task etc needs
to be done on a specific day.

How would I go about setting one up that does the following:

You could enter a task now that needed to be completed on 1st Feb. Then on
the 1st of feb, it would AUTOMATICALLY popup or display somewhere. It would
not need to be linked with any tables of other information, it would purely
be a standard reminding system. Running a bit like "Outlooks Tasks" where
you could delete the task once finished.

You could do this, by runing code in the background. Sounds like Outlook
does exactly what you want though. Why not use Outlook?

That would be a good idea..., however not every user has access to outlook.
The reminders would act like outlook does, whereby it flashes on the screen -
(almost in your face) a reminder that you have to do something (but can be
set now, for in the future). Any other help would be great.... thanks
