Reminder FLAGS do not work.... any idea why?

Hi there,
I have been a user of Outlook for many years.
I have found that when I set a reminder FLAG with a date and time to remind
me, I never get reminded.
This happened in Outlook 2000,2002, XP, 2003 - well, every version that has
come out in the last 5 years.

I set the reminder flag but then when that time and date comes to pass the
reminder does not pop up.
Reminders for appointments and tasks always pop up when they are meant to...
but not FLAG based reminders.

Does anyone know how I can fix this or why this might be happening? I would
dearly like to sort this out as it is a feature I "try" to use a great
deal - to no avail though.
