Remapping Keys in XP Pro

In old 95 you could reassign keys to specific function
you desire.

My daughter is having hand problems and would like to
move page up and page down to the left side of a standard
Dell 101 keyboard. Say maybe assigning them to F1 and F2
for example.

I can't find any reference on line for how to do that in
XP Pro.
