Relative Hyperlinks get saved as Absolute

I've created a webpage with several relative links to
PDFs and in FP 2003 on the Design and Code views the
links are correct relative links. When I go to preview
or save the html file and open in IE they links are
Absolute!!

Any ideas on why this is happening? It's never done this
before on nearly identical documents.
 
Preview in IE will always show the full file path in the address bar.
this is normal.
