reinstalling Windows XP on an OEM computer

I recently purchased a use compaq/hp computer. The computer has no OS
installed. It has a COA for Win XPsticker but no CD for the OS or recovery.
Can I use my retail Win XP Pro CD to install the OS and use the OEM COA
numbers?

If no, What other options do I have?

There may be a recovery partition on the disk. The manual should tell you
how to use this partition to rebuild your system.

To add to what the others said...
An OEM key is not compatible with a retail CD.
