installing xp with oem version

i have windows me installed i wish to change to xp bought
oem cd on ebay it has no coa label. can i install using my
me coa/product key?

Your Windows OEM CD will only work with a
Windows XP OEM COA. If you did not receive a COA
with the CD, unfortunately you now have a worthless CD.
Contact the Seller and request an immediate refund.

OEM is a CLEAN install only. One of the reasons it is cheaper.

Do you have a 25 character key for Windows XP? Then you can install.
Whether or not your eBay'd copy is legit, you will find out when you
activate.

You can not perform an upgrade with OEM, Clean Install only.

No COA?
Do you have the Product Key?
If not, you bought a poor quality coaster.
The CD is worthless without a Product Key.
Contact the seller.

No, you'll need to have the Product Key that came with the OEM
license you purchased. Hint: If you didn't get a CoA and Product Key
with the CD, then you did not get a legitimate version of the OS.
Contact eBay and your local law enforcement agency to report this
fraud. You should also contact your financial institution to stop
payment.
