Reinstalling Windows XP Help!!

My laptop will not boot the cd from a reboot, I went into
the bios and the first boot the cd drive, if I install
Windows within Windows will it let me format the hard
drive? Any help would be great, thank you!!!
 
You must boot from the CD if you want to reformat your hard drive and
reinstall Windows. You cannot reformat the drive while in Windows.
