reinstalling program

Was previously using Print Artist Publisher program (Sierra) with no
problems, when clicking the icon, now we get an error message titled "16 bit
windows subsytem" C:\windows\system32\autoexec.nt The system is not suitable
for running ms-dos and microsoft windows applications.
Tried to uninstall, and then reinstall this program, but the same results.
anybody? thanks
