My IE is corrupt and I cannot connect to the internet
using a cable modem. My ISP says my IE is corrupt and
needs to be reinstalled. How can I do this?

Repair or Reinstall IE/OE
http://support.microsoft.com/?kbid=318378

But then that's what ISP *always* recommend...

Ford owner: Hey, my car won't start!
Mechanic: The engine needs to be rebuilt.

Yeah, right. I'd checked for hijackware first, Buddy:

Dealing with Hijackware

http://www.mvps.org/inetexplorer/Darnit.htm#tshoot
http://aumha.org/a/parasite.htm

You *must* seek updates for Ad-Aware, Spybot, etc., before each and every
use, even "right out of the box". But even then, they can't catch
everything. When all else fails, HijackThis
(http://www.merijn.org/files/hijackthis.zip) is the preferred tool to use.
It will help you to both identify and remove any hijackware/spyware. **Post
your files to http://forums.spywareinfo.com/ or the Spyware forum at
http://forum.aumha.org/ for expert analysis, not here.**

Also update your virus definitions and then run a full system scan. From
now on, do both daily.

You should be able to connect to the internet regardless of whether Internet
Explorer works. First thing you need to do is verify you have internet
connectivity. To do this, I'd suggest:

1) Open a command prompt
2) Type "ping 24.56.222.66" and hit <Enter>. If your internet connection is
active, you'll get four replies along the lines of "Reply from 24.56.222.66:
bytes=32 time=13ms TTL=61". Any other replies could indicate a problem with
your connection.

Assuming your connection is OK, fire up your FTP client and download Opera
from the following url:
ftp://simtel.galilei.com/win95/webbrows/ow32enen723.exe. Install. Once you
have an active browser, reference Microsoft Knowledge Base Article 318378
(http://support.microsoft.com/default.aspx?scid=kb;en-us;318378&Product=winx
p) for detailed instructions on how to reinstall Internet Explorer under
Windows XP.

If your connection is NOT OK, check back here for additional
troubleshooting. Your installation of IE may not be corrupt at all...
