Reinstalling 2000 using USB External drive

I have a dell Inspiron C600, and I'm almost positive (i checked, and
no support, at least with my bios revision) there is no USB boot
support. Is there a way to boot the USB CD-ROM drive, without USB CD-
ROM support? Is there like a boot floppy (such as, Smart Boot Manager)
that would work the same way?

I do not have the CD-ROM drive, either, and the computer was
manufactured in 2001, so it only has USB 1.1.

Any and all help would be appriciated,

Probably easiest to borrow an IDE CD-Rom to get through the install.

If the hardware isn't capable of doing what you envision, it isn't going
to be feasible.
