Reinstalled XP home and Cannot access user's files from before reinstall.

I can't access a folder that was password protected before
the reinstall how can I gain access to it
 
I went to the support file and item and step by step did
what was listed there and still can't delete the folder.
Oh read the earlier emails about deleting files and
folder without success either.... Sup people of knowledge?
