reinstalled OS and now can't connect to net

I was recently experiencing some odd glitches in Windows, so after many
failed attempts to clear them up I went ahead an reinstalled Windows. Now the
odd glitches have been fixed, but I can't connect to the net. The new
connection wizard simply doesn't do anything and the software from my ISP
[Cincinnati Bell] is unable to verify a connection. Telephony, Remote Access
Connection Manager service and for the Remote Access Auto Connection Manager
are all enabled.

How do I get my computer back online?

You use dialup? Did you install the drivers for your modem?

Sorry I didn't specify - I'm using DSL. I did make sure the modem drivers are
installed anyway, in my attempts to make it work.

If you are using DSL, there are no modem drivers to install. Make sure
you've installed drivers for your ethernet adapter. Power-cycle the DSL
modem (unplug it, wait for 30 seconds, plug it in again). Reboot the
computer.

What software from your ISP are you using? Do you need this software? Do
you have to sign in with a username and password or is this an
always-on connection?

I've done all this repeatedly to no avail.
What software from your ISP are you using? Do you need this software? Do

always-on connection?

The software is the phone company's high-speed internet connection disk -
which I used before to connect this computer and others but now isn't doing
anything. There is no username, the connection is always on.
