Reinstall XP Pro / Reactivation not working

I recently had to reinstall XP Pro on my machine after the
hard drive failed.

When I try to reactive it via the telephone (this machine
does not connect to the internet) I am told that it cannot
be activated.

What options do I have? How do you activate XP Pro on a
rebuilt machine?

What is the reason given?
There are only two options for activation, phone and internet.

Jupiter,

I cannot quite recall what the exact verbage was. I
should have written it down - I realize that. The phone
message was something like that was an incorrect number
that I had entered (into the phone) -- the long string.

The message was not that it had already been activated,
which was more or less what I expected.

I actually tried it two times (hanging up and redialing)
because I thought perhaps the first time, I had miskeyed
something into the phone.

On each of the groups of numbers that I entered into the
phone, I got a positive response (if that means anything).

I can try it again tomorrow and write down the exact
message at the end, if that would help.

Try it again tomorrow as you suggested.
If that fails, it there an option to talk to a live person?
Otherwise take the option to change the Product Key and follow that course.
