Reinstall windows?

Sure. Just boot off the W2K CD and it'll eventually give you an option
to repair your existing installation. You'll need to reapply any patches/
service packs after the install.

I can only tell you what I am going to do - get Windows
98SE instead. It's a better OS in all kinds of ways. I
wonder if it is possible to install that over 2000 Pro
without formatting the hard drive first.

No, you'll need to format the hard drive.

Why on earth would you think Windows 98 is better in any way than
Windows 2000? I'd sure never go back!
