My computer is on the fritz with too much junk, spyware, viruses etc. I need
to reinstall Windows XP, but do not have the cd-rom; can I do the same sort
of process however it is done, but install Vista to get rid of all the crap
on the computer??

You can install whatever operating system your hardware will support. If
you do a clean install, formatting the hard drive first, whatever is
currently on the hard drive (including viruses) will be gone. Make sure
you do your homework first as to the system requirements of the
operating system you want to install (such as Vista). Make sure you also
check to see if your hardware peripherals such as printers, scanners,
etc. and software you always use will work with the desired operating
system.

Unless you have some pretty new hardware I'd recommend staying with XP
