Reinstall windows xp and now cd and dvd causes restart

Good morning:

I have reinstalled windows xp professional and a new hard drive. Now when I
insert a cd into the cd or dvd drive the computer restarts. Could this be bc
windows xp is not recognizing the drives as they have been reassigned on the
new install. How would I fix this or do you think this is the problem?

Im having the same problem after i re-formated my hardrive
and installed windows xp professional
