Losing power unexpectedly is newer a good thing, especially when making
changes to the OS such as those introduced by doing a system restore.

Chances are, something has gotten corrupted on the hard disk.

Are you able to boot into Safe Mode?

I'm sorry

Not, I can not use the safe mode same problem only the arrow from the mouse
in the screen

Sorry It was an error in my answer, I can not boot in the safe mode

Hi,

Boot the system with the Vista DVD and go into the recovery options by
clicking the option to repair your computer. Try running a system restore
from there, choosing a different point. The startup repair isn't going to
fix the problem here, which is likely corrupted system files.
