Reinstall Stuck

I'm trying to reinstall xp pro. when I boot I get:
Please Select Boot Device
Remove Dev.
Hard Drive
ATAPI CD-ROM

When I hit any of those three I get a momentary message:
Press any key to boot from cd

Whether I hit a key or not I then go into a blue screen
which says:
Setup is being restarted....

Then my screen goes black.

Hello
Open your BIOS and set your system to boot from the CD-ROM.
The way you have posted looks like the cd-rom is booting after the hard
drive.
You can go into the BIOS and set it to default after the install
Boot from XP cd and it has all the tools to partition, format and install
Windows XP
