reinstall outlook express

When trying to reinstall oe, the system responds that I
already have the latest version and will not proceed.
Yes, I have the latest version, but it is broken and I
need to get a good one in.

I am having the same problem with explorer.

There is a special place for virus writers.

Now, I get a message that the files I downloaded from
Microsoft do not meet Microsoft's LOGO qualifications.
"The software has not passed Windows LOGO testing."

I do not have working Outlook Express or Explorer on my
problem system.

You could try uninstalling first. Control Panel/Add remove Programs.
