Reinstaling TCP/IP

Hi,
I am using Windows 2000 and Outlook Express is my mail client.
I am being told by my ISP that my TCP/IP is corrupt, and that I need to
reinstall it. I cannot connect to my ISPs mail servers and get the following
error (probably just a junk error message)

"Your server has unexpectedly terminated the connection. Possible causes for
this include server problems, network problems, or a long period of
inactivity. Account: 'pop.iol.ie', Server: 'mail.iol.ie', Protocol: SMTP,
Port: 25, Secure(SSL): No, Error Number: 0x800CCC0F"

How do I reinstall TCP/IP, how is it getting corrupt. The only recent change
I made is to install Nortons 2003 System Works.
I tried getting my mail through Outlook but no joy.

Anyone got any info on this problem? I am down for over a week at this
stage.
