Registry setting for time change

Is there a registry setting for automatic time changes?
I would like to know which key it is, so that I can make sure that it
is turned off on all of our systems.

If I understand your post correctly, why don't you just remove the X from
automatic time sync in date and time?
 
There are no settings to have it on, it's on by default, if you turn it
off the Time Zone settings in the CurrentControlSet will have an
additional entry:

HKLM\SYSTEM\CurrentControlSet\Control\TimeZoneInformation\DisableAutoDaylightTimeSet:
0x00000001
