New Data:

Google research doesn't come up with much. Something added by Win XP
for security? Or maybe a trojan?

Nothing detected by up-to-date antivirus software, even when using in
safe mode.

Antivirus scanners won't find soyware. What antivirus scanner did you use?
What antispyware software is installed? Some programs of both types protect
certain areas of the registry. This may be causing the problem or you may be
infected with spyware.
